> Dritan Shutina – Executive Director of Co-PLAN, Institute for Habitat Development
Dritan Shutina is the Executive Director of Co-PLAN, the Institute for Habitat Development, since 2005, which he co-funded back in 1995. He is also one of the founders of Polis University, the International School of Architecture and Urban Development Policies, where he heads the research unit and teaches strategic planning. He graduated in Civil Engineering and furthered his postgraduate studies in Public Policy, Land and Building Valuation, Urban and City Development, both in European and American institutions. His main fields of expertise are: local governance and decentralization, participatory urban planning, strategic planning, public policy formulation, project cycle management, project evaluation, organizational and institutional development, civil society development, networking and process management, knowledge management, event management, moderation, coaching.
> Rudina Toto – Program Manager
Expert and MSc in Urban and Environmental Management. Strong Planning and Environment background, by education and experience. Management and expertise in preparing participatory urban and environmental plans, city development strategies, environmental systems analysis; building territorial information systems; designing and implementing land management instruments; carry out institutional and feasibility analysis, and social assessment; write urban legislation and carry out policy research. Lecturer at POLIS University.
> Konalsi Gjoka – Program Manager
Expert in Integrated Solid Waste Management; Renewable Energy Technologies; Energy Efficiency and Rational Use of Energy; Environmental Economic; Experience in project formulation, implementation and evaluation. Research experience on Environmental Management at local and regional level. Certified in carrying out professional Environmental Impact Assessment/Strategic Environmental Assessment, Environmental Auditing and Reports from the Ministry of Environment. Master of Science in Environmental Science and Technology. Lecturer at Polytechnic University.
> Anila Gjika – Program Manager
Expert in urban management and MSc in Business Administration. Strong Urban Planning and Urban Finance background, both by education and experience. Management and expertise in projects for preparing urban regulatory plans, mid term budgeting programmes, capital investment plans and feasibility studies. Vast experience with Public Private Partnerships, Land Management, Infrastructure Development & Rehabilitation and Cost Controlling of projects. Academic qualifications also include Postgraduate studies in Public Finance, Intergovernmental Fiscal Relations and Local Financial Management, Informal Settlement Regularization and Land Management. Head of Urban Economics and Finance Unit in Co-PLAN and Lecture in POLIS University
> Floreta Pirushi – Program Manager
Strong profile and background experience in office administration and library’s works. Background: lawyer, faculty of Justice, Tirana University; two years post graduated studies on librarianship, National Library and Soros Foundation Albania. Project manager of “Albanian Leadership Award” project, a new initiative of Co-PLAN, to promote real values in Albanian leadership and LOGIN (The Local Government Information Network) a knowledge management platform for local governments. Responsible for Support Services Department and Representative of Publications and Communication Department- U_POLIS.
